He Owns Gotham. IT only makes sense he's the first they go to. Though its going to come at a price, different from all of them. They just need to remember, He can get ANYTHING
in and out of the city.

Harley and Joker are willing to do just about anything, though don't get too comfortable with the partnership, maybe even the promise, as they've been known to double cross. Though with what they need, their end of the deal will very likely be kept up. A Harley-Black Mask alliance at this point would be terrifyingly exciting. She'll butt in a few times if he makes his 'owning' Gotham statement but to ease the beast inside Roman, she'll allow him to believe whatever he'd like. She certainly respects him as the mastermind he is.
