Appearance: Charlie, like all hero types, sports a tall, muscular frame. Bright green eyes and flaming red hair. Whats most noticeable about him is when he's not on his day job. When he's doing what some of the other vigilantes are not able to bring them selves to do. When he looks for every bit like a guy in a trench coat and fedora. Straight out of Film Noir. Save for the fact that He no longer has a Face.
Its a temporary look and he has over a thousand quips to where it went.

Personality:
Victor Sage has bright, friendly eyes that seem to be ever sparkling with mischief. To maintain his appearance as an aggressive alpha male, his expressions are eternally broad and just a hair away from overdone; wide smiles, deep scowls, mischievous smirks and loud laughs. He's certainly handsome enough, with the sort of solid-jawed manliness that's almost stereotypical for a man of his personality, and when he uses his smile to full effect, he's managed to melt a few hearts whether they want to admit it or not. When at work or on the streets, he is impeccably dressed in a full suit, trenchcoat and fedora hat, a clear fondness for older styles of clothing clear even in social settings. One would almost expect to find him occupying a newspaper building in the 1940s, and his personality often seems to match. His frame is broad enough, but he carries himself as if he thinks himself to be the Man of Steel, chest all but puffed out and arms crossed so consistently, most people who meet him automatically assume he's all smoke and no fire.
Beneath the suit, however, is a body lean and well muscled from years of training, either on his own or with his mentor Dragon; in part, he sticks to the suits to cover up his frame.
The Question is in many ways the polar opposite to his alter ego; the treatment to his hair and clothing cause it to change color when exposed to the bonding gas that secures his Pseudoderm mask in place, turning him from a man in a brown suit to a brown-haired man in a blue one. His very posture changes to reflect the new persona, his every movement careful and calculated; his body language is subdued and almost shy, though the effect is blunted by the lack of face. In many ways, his featureless visage and calm disposition make him nearly impossible to read under the best of times. Unlike the loud and boisterous tones of the public Victor Sage, the Question's voice is somewhat closer to his true tones, a subdued, slightly deeper bass that rasps when lowered in menace. Without a face, after all, he has to find other ways to make it clear when someone's walking a very fine line.
Before he became the Question, and particularly before he broadened his horizons with the aid of Richard Dragon, Victor Sage was in many ways considered a bit of an 'Alpha Male,' and a shark. Aggressive, a bit sardonic, overall considered the sort of 'Man's Man' jerk who dominated many a newsroom, Sage was nonetheless charming enough for many to overlook his decidedly unattractive qualities. Although now his viewpoint and his temperament has grown far more moderate, and he has become much wiser than he was, Victor is careful to preserve elements of the 'Jerk Sage,' just enough to make him seem less... well, capable. In the news room and in the public eye, he plays the part of the man who talks a big game, yet in the end would always fall short of his boasts.
Behind the mask of smug self-confidence, Victor is a man who constantly questions both himself and the world around him; having taken a decidedly philosophical approach to his life, and the challenges that have emerged. The private Victor is quieter, calmer, in some ways more serene than the show he puts on for others, and the few who might get to know this side of him would no doubt find it far more appealing than the man they first knew. Of course, the nature of his work ensures that very, very few people will every really meet him.
The Question is a product of his environment; having initially taken a decidedly black-and-white approach to crime fighting, where a criminal was to be brought to justice at all times, no matter the circumstance, he has since altered his approach somewhat. He will often use small fish and inconsequential thugs as a springboard to reach bosses and crooked politicians; his targets have broadened over the years, from street crime to wider reaching social and political criminals. Naturally, he has been forced to arm himself appropriately, and at times has relied on blackmail, outright threats and other darker methods to get what he wants. Though honorable to a point, he will rarely afford a criminal sufficient respect to treat them with honesty or consideration, and recent events have revealed that he may even kill if the situation calls for it.
Of course, the true Victor Sage and the Question are almost opposing forces, and more than once Sage has felt as if the two clashed. The question of his methods, of how extreme he should act in pursuit of justice, has plagued him on more than one occasion; he will often pursue meditation and deep contemplation during times of extreme stress, trying to come to terms with what he has done, and what he still must do.
An identity that is both his blessing and his curse. When he is the Question he is free to do as he wishes, he is outside the law. He can find his answers. But those answers only lead to darker questions. What is it like to kill a man? What is it like to die? The Question is a man obsessed by the darkness in humanity, the existential quandaries of the world. He has stepped into the shadows and is only holding on to goodness by a finger.
But he will never slip completely. In those dark questions, he has found peace. In knowing humanity, his previously violent soul has calmed. He believes in the redemption of Man, and the overwhelming power to do what is right. Yes there is temptation, but that is not all. That is not the only option. He is the sort of righteous man who might be a white knight if his soul wasn’t quite so stained.

Weapons Typically, Like Batman, Avoids the use of guns, but is not afraid to use whatever is available around him. Who needs a utility belt when there is a perfectly good roll of duct tape and Zip ties laying about.
Not really a weapon but the pseudoderm mask is attached to his face by an aerosol agent that is in tune with his molecular structure. Creating a perfect bond that can only be removed with the same agent. Which is typically stored in his belt buckle and a smaller can in the glove compartment of his car.
His trench coat is made from a special woven mesh metal fabric that provides a bullet resistant quality to lover caliber rounds. Anything over a .40 or shot gun blast at close range will penetrate the metal mesh.
Strengths/Abilities:

A highly skilled investigator, sometimes even said to be the World's Greatest Detective by some, Victor Sage is not only well practiced at deductive reasoning and passive investigation, but is also more than capable of extracting information from suspects or witnesses, through means both subtle and brutal.
With a genius level intellect and years of experience both as a journalist and a vigilante, Sage is a seasoned fighter and an extremely skilled acrobat, outclassed only by those on the level of Nightwing.
Trained by Richard Dragon following his defeat and subsequent rescue by Lady Shiva, Sage is an exceptionally skilled martial artist, capable of mowing through common thugs with very little effort. Not only skilled in pure combat, Sage's intelligence and agility allow him to improvise and adapt to new circumstances, using his environment to his advantage in a fight whenever possible.

His training and lifestyle demanded much determination, and he was rarely known to give up or surrender especially in physical confrontations. Even in the face of death. One could call it being overly stubborn.

History:
Victor Sage initially became the Question after an investigation into the toxic, artificial skin Pseudoderm, and the man attempting to sell it, Arby Twain, forced him to assume a secret identity to conceal his famous face and operate more independently. The man who had brought the matter to him, Aristotle Rodor, another of the developers of Pseudoderm, was the one who suggested using the very same product as a makeshift mask by which he might conceal his true identity. Using it, Sage succeeded in stopping Twain and, finding the disguise useful, he chose to continue using it in pursuit of the city's crime. Later on, the binary bonding gas was altered so it could change the color of his specially treated clothing and hair as well as its primary purpose, furthering his disguise. While acting as a hero to the best of his abilities, however, Sage's physical capabilities weren't quite up to par, and his narrow-minded viewpoints left no room for adaptation.
This came to particular prominence when investigating He was beaten (both figuratively and literally) by Lady Shiva in personal combat, and then nearly killed by the henchmen of her employer at the time, before finally being shot in the head with a pellet gun and dumped into the river. For reasons she chose not to disclose at the time, however, Lady Shiva subsequently rescued him from the river and took him to safety, allowing him to recover from his severe injuries. While he recovered, he was approached by Shiva with a simple instruction; if he wished to improve, he should seek out Richard Dragon. As soon as he was capable of walking again, he did just that. (Rumor has it he was driven by a vision of Batman deriding him as a hopeless amateur. Maybe it was the pellet shot to the head.)
He eventually found Dragon who, despite being confined to a wheelchair, had still retained all of his skills and knowledge as a martial artist. For a full year, Sage trained intensively, soaking up as much skill and knowledge as he could from the formidable warrior who trained him, and even as his physical prowess grew, he also began to absorb eastern philosophies, and teachings that broadened his own narrow views, and in many ways improved him as a warrior and a person. In time, Sage returned to Hub City with new determination, returning to his job as a journalist and taking to the streets once more.
Whereas before he had been almost exclusively interested in street crime, the new Question began to take a greater interest in tackling the corruption of Hub City's government, culminating in assisting a former love of his life, Myra Fermin, in assuming the position of mayor. This proved to be a mixed blessing, however, as the subsequent assassination attempt upon her left her comatose, and plunged Hub City into chaos and corruption unlike anything it had ever seen before.
However, trying to maintain order in Hub City was slowly poisoning Victor's mind and soul, and the turning point came when he had a hallucinogenic vision of his mother convincing him to leave before the corruption destroyed him. As this sentiment was shared by his mentor, Richard Dragon, Sage finally relented, all but declaring the city a lost cause; appropriately, it was Lady Shiva who provided the means of escape from that pit of chaos, arriving with a helicopter to get Victor and Rodor to safety. Though initially intending to bring Myra with him, she insisted on remaining behind to try and bring matters back under control.
Lady Shiva, naturally, remained as well, finding the chaos of the city much to her liking.
Sage's journeys since then have hopped from city to city, often taking work as a journalist while simultaneously doing what he can as the Question in a given region. Although he occasionally returns to Hub City, the history and burdens he left behind have convinced him that he is best left not making it his home for too long. The daughter with which he was entrusted was later killed when trying to return to Hub City, and one can only wonder what effect this has had on the vigilante.
